28 representative teams; Hokkaido 2 teams, Tohoku 3 teams, Kanto 7 teams, Hoku-shin-etsu 2 teams, Tokai 4 teams, Kansai 4 teams, Chugoku 3 teams, Shikoku 1 team, Kyushu 2 teams

In the tournament, when regulation time of the match play fails to determine a winner, teams play extra time for 30 minutes. If the match is still undecided, the winning team is decided in a penalty shoot-out.
