In Japan Soccer League, all teams play each other two times.
When regulation time of league match play fails to determine a winner, the winning team is decided in a penalty shoot-out.
Teams are allotted four points for a win in regulation play, two point for a win in shoot-out, one point for a loss in shoot-out, and no points for a loss in regulation play.
The ranking is determined as follows: 1) total of all points, 2) goal difference, 3) total of goals.

Yanmar club withdraws from the league and the clubs are integrated into Yanmar diesel (division-1). Several players of Yanmar club leave for Matsushita Electric Industrial (in Nara) to begin a new club.
And Daikyo Oil (in Mie), the winner of Regional Football League Competition 1979, is promoted to Japan Soccer League division-2.
