Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament (Tohoku, Kanto, Chugoku and Kyushu) are qualified for the tournament.
In the tournament, when regulation time of the match play fails to determine a winner, the winning team is decided in a penalty shoot-out.
All teams play each other one times.
Teams are allotted three points for a win in regulation play, two points for a shoot-out win, one point for a shoot-out loss, and no points for a loss (except shoot-out loss).
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.
