12 J-League's clubs and 20 representative teams of nine regions are qualified for the competition.

If two teams are level at the end of regulation time, extra time shall be played.
If the match is still undecided, the winning team (in the final, the winner) shall be decided in a penalty shoot-out.

Bellmare as the winner shall be eligible to play in Asian Cup Winners Cup 1995/96.
Flügels as the Asian Cup Winners Cup winner shall be eligible to play in Asian Cup Winners Cup 1995/96.

Bellmare as the winner shall be eligible to play in Super Cup 1995.
