Eidai sangyo (in Yamaguchi) is promoted to division-1.
Tanabe seiyaku is relegated to division-2.

Sumitomo Metal Industries (in Osaka) and Ibaraki Hitachi (in Ibaraki) are promoted to Japan Soccer League division-2.
Toyoda Automatic Loom Works is re-relegated and Hagoromo club is relegated.
