Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament are qualified for the tournament.

In the tournament, all teams play each other one times.
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.

Hokkaido Electric Power re-changes the team name from Hokuden.

Tanabe Seiyaku re-changes the team name from Tanabe FBC.
