Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament are qualified for the tournament.

In the tournament, when regulation time of the match play fails to determine a winner, the winning team is decided in a penalty shoot-out.

All teams play each other one times.
Teams are allotted three points for a win in regulation play, two points for a shoot-out win, one point for a shoot-out loss, and no points for a loss (except shoot-out loss).
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.

NTT Kumamoto FC changes the team name from NTT Kyushu.

SC Tottori changes the team name in 1989.

In the All Japan tournament, regulation time is 80 minutes.
When regulation time of the match play fails to determine a winner, teams play 'V-goal'(golden-goal) extra time for 20 minutes. If the match is still undecided, the winning team is decided in a penalty shoot-out.
