Twenty representatives(*) from nine regional Prince Leagues, the top two teams in the All Japan Club Youth (Under-18) Football Tournament and the top two teams in the Inter High School Tournament are qualified for the championship.
*) the top one team of Hokkaido, the top two teams of Tohoku, the top three teams of Kanto, the top one team of Hoku-shin-etsu, the top three teams of Tokai, the top one team of Kansai, the top three teams of Chugoku, the top one team of Shikoku, the top five teams of Kyushu, except the top two teams in Club Youth Tournament and the top two teams in the Inter High School Tournament. One extra team is selected to represent regions (Kanto) including winner of last year's championship.

In the finals, when regulation time of the match play fails to determine a winner, teams play a 'V-goal'(golden-goal) extra time for 20 minutes. If the match is still undecided, the winning team is decided in a penalty shoot-out.

In the Preliminary Rounds, all teams play each other one time.
Teams are allotted three points for a win, one point for a draw, and no points for a loss.
The ranking is determined as follows: 1) total of all points, 2) goal difference, 3) total of goals.
