In Preliminary Rounds, all teams play each other one round. In each round, teams play two legs each at home and away.
Teams are allotted three points for a win of round, one point for a draw of round, and no points for a loss of round.
The ranking is determined as follows: 1) total of all points, 2) goal difference, 3) total of goals.

- 1: each Draw of rounds, level at the end of 2nd-leg
- 0: each Loss of rounds, less goals at the end of 2nd-leg
The top two teams in each group progress to Semi-finals.
In the final, if two teams are level at the end of regulation time, 30 minutes of extra time (not golden-goal) shall be played. If the match is still undecided, the winner shall be decided in a penalty shoot-out.
The top two teams, S-Pulse and Verdy shall be eligible to play in J.League Champion Final 1996 (SUNTORY Cup).
