10 Nadeshiko League's teams, 12 Challenge League's teams and 10 representative teams of nine regions are qualified for the competition.

In the tournament, when regulation time of the match play fails to determine a winner, teams play extra time for 20 minutes (except final). If the match is still undecided, the winning team is decided in a penalty shoot-out.
